State of digital ID in South Carolina
Introduced in early 2025, South Carolina has introduced Bill 371, which aims to create a mobile ID for residents. As of February 2025, it has been referred to the Transportation Committee for further evaluation.
Notable elements of Bill 371:
- Presentment of a South Carolina mobile ID to a law enforcement officer is not considered consent for the officer to access other apps or stored items on the presenter’s mobile device.
- The department may charge and collect a reasonable fee for the issuance of mobile drivers’ licenses and mobile special identification cards.
- A licensee shall have a license or mobile driver’s license in their immediate possession at all times when operating a motor vehicle and shall display it upon demand by an officer of the State.
