State of mobile ID in Illinois

Illinois initially introduced House Bill 4592 in January of 2024, which proposed the creation of an Illinois mobile ID. The bill was voted on and approved by the Illinois government in August of 2024, with an effective date of January 1, 2025. It is now referred to as Public Act 103-0824.

The state plans to launch the first the Illinois mobile ID via Apple Wallet, with plans to launch in Google Wallet sometime in the future. The Apple Wallet version is expected sometime in 2025 for a select group of users during the initial kickoff. There is no timeline for the Google Wallet version.

Notable elements of Public Ace 103-0824:

  • Presentment of a digital ID to a law enforcement officer is not considered consent for the officer to access other apps or stored items on the presenter’s mobile device.
  • The digital identity can be used to prove driving privileges. It is an identity-only credential.
  • The app must be designed so the user can prove age verification without needing to hand over their mobile device.
