State of digital ID in Idaho

Idaho has introduced House Bill 78 regarding the creation of an Idaho mobile ID. The bill has passed both the House and Senate and has since been referred to the Department of Transportation. A previous version of this bill failed in legislation previously, but the bill has since been revised with more information to appease lawmakers.

Notable elements of HB78

  • If requested by law enforcement, residents will be able to present a digital ID the same as they would a physical ID. That being said, it would be recommended for Idaho residents to continue carrying their physical ID initially while the new ID format becomes more widely familiar.
  • Ideally, the mobile drivers license can be used anywhere a physical ID can be used.
  • The Idaho mobile ID shall be designed so that there is no requirement for the digital ID holder to display or relinquish possession of their mobile device to relying parties for the acceptance of the digital ID.
