State of Arkansas mobile ID
In February 2025, Governor Sarah Sanders signed a new law, HB1135 expanding the state’s digital drivers license program. This coincides with the launch of an Idemia-powered mID app for Arkansas in their R&D app portal. However the app’s availability and acceptability has yet to be announced formally. Additionally, there have not yet been any announcements related to launch of the Arkansas mobile ID in Apple Wallet or Google Wallet.
Notable elements of HB1135:
- Presentment of a digital ID to a law enforcement officer is not considered consent for the officer to access other apps or stored items on the presenter’s mobile device.
- The digital identity cannot be used to prove driving privileges. It is an identity-only credential.
- Both public and private entities “are allowed” to accept the license, though the bill does not demand they do so.
Early digital ID in Arkansas
In September of 2017, Arkansas passed Act557 (formerly SB428) that allows Arkansans to have a digital copy of their ID on a mobile device. They were among the first states to pass this type of legislation.
In 2023, an additional law was passed that further complicated the issue. Act 261 would require issuance of a digital drivers license, but not state IDs.
