We monitored ID scans across our entire customer base for one month, amounting to more than 8,000,000 scanned IDs. The results, published in the inaugural IDScan.net Fake ID Report were shocking.
Although across all industries, roughly 0.52% of IDs were flagged as suspicious, amongst dispensaries, that number climbed to between 2% and 5%.
Broadly, studies have shown that dispensaries largely perform some type of age verification, there is no standard for exactly what the age verification process must entail. Only three states require ID scanning, so for the rest of the cannabis retail market, visual inspection of ID meets regulatory thresholds. But is it enough when as many as 1 in 20 customers at busy cannabis retailers could be using fraudulent identification?
Why age verification matters for dispensaries
Fines and penalties for failing to properly verify age are simply much more expensive and devastating for cannabis businesses than for other types of age-restricted businesses such as casinos or bars. Because cannabis remains federally illegal, and because of cultural perceptions around cannabis consumption, regulatory bodies and state legislatures have created a much more punitive regulatory environment which provides little room for retailer error when it comes to age verification.
A few state laws highlight the stark difference in penalties for underage sales of alcohol and underage sales of cannabis.
First Offense for Alcohol Sales
First Offense for Cannabis Sales
New Jersey
$1,000 fine
$500,000
Vermont
$100 fine
$15,000
Nevada
$1000 fine
$25,000
If each dispensary is serving just 100 customers every 24 hours, that represents between 2 and 5 potential sales to customers who are using false identification to complete their purchase each day. With dispensaries operating on increasingly thin profit margins, the fines from a single underage sale can be crippling. 2nd and 3rd offenses are even more expensive and often come with license suspensions or revocations. Age verification and avoidance of penalties is critical.
How do dispensaries perform age verification?
In more than 20 states, visual inspection of an ID meets regulatory standards for age verification. This means that in order to be considered compliant, a bouncer, security personnel, or budtender simply needs to visually check the ID. However, with the growing sophistication of fake IDs, most fake IDs currently in circulation cannot be detected visually. These IDs look and feel exactly like legitimate identity documents. The only way the majority of fake IDs can be detected is by using a combination of white/ultraviolet/infrared light scanning, and checking the ID against hologram, watermark, and document format libraries. This process is known as ID authentication.
4 states: Nevada, Illinois, New Jersey, and Missouri require ID scanning using an electronic ID scanner as part of their age verification workflow, with additional states such as Oregon, Virginia, and Massachusetts having language in-process. However, only one (Nevada) outlines a standard that could be considered ID authentication. The others speak to “digital ID scanning” which is a poorly defined term that can include basic ID parsing, which does nothing to actually catch fake IDs and simply reads the data stored inside the 2D barcode on the back of the ID.
Undercover studies of dispensaries confirm that while 95% are performing age verification, there is no nationwide standard for how age verification is performed. Based on our familiarity with high-quality fake IDs, we know that visual document inspection, or ID parsing with a low-quality scanning product, is not catching the vast majority of fakes. This means that age verification is not matching the true intent of regulatory frameworks, and is leaving wide compliance gaps that expose dispensaries to potential fines for selling to minors.
How dispensaries can avoid fines associated with sales to minors
If dispensaries want to avoid onerous fines they will need to implement a system that is capable of consistently catching fake IDs. At minimum, the system should have the following capabilities:
An ID scanner capable of white/infrared/ultraviolet light scanning
An ID scanner capable of simultaneous dual-sided image capture
Age verification software that checks IDs against hologram and watermark libraries
2D barcode analysis that checks barcode data against known formats
A system with the above features will be capable of detecting 95% of fake IDs, as even expensive fakes are typically not capable of passing the hundreds of algorithmic checks that will be performed by a powerful fake detection system.
Additional benefits to integrated ID scanning
Integrating ID scanning into dispensary workflows has additional benefits beyond compliance and avoiding fines. Using IDs to help track the customer journey through an integrated eCommerce and brick-and-mortar experience can help dispensaries more easily align revenue streams.
ID data can be validated and then instantly parsed into the dispensary’s POS or track-and-trace system, to provide clean customer data with no risk of typos. This data can be used for audit purposes, law enforcement investigations, the creation of loyalty programs, and demographic reporting.
As more states look to implement significant age restrictions and define age verification processes, dispensaries that onboard ID scanning solutions today will be ahead of the compliance curve, and benefit from an integrated experience with government-issued IDs at the center.

IDScan.net has completed its first ever analysis of anonymized data across all users of the VeriScan ID scanning and visitor management platform in their 2023 Fake ID Report. The results highlight the frequency of fake ID usage across a variety of business types, as well as key statistics related to usage of fake IDs by minors.
“Most age restricted businesses know fake IDs are a problem, but it is hard to quantify, especially with the growing sophistication of fakes.”
Jillian Kossman, VP of Marketing
Key data related to fake ID usage: – In a given month or week, 0.52% of IDs presented for inspection, across all industry verticals, are fraudulent, equating to roughly 1 in 200 customers. – Between 2-5% of IDs presented at dispensaries show indications of being fraudulent. – 69% of college students have owned or used a fake ID. Students who participate in Greek life on campus are substantially over-represented in this number. – While hair color and eye color are typically correct, 36% of fake IDs do not match the state of the individual’s legitimate ID. – More than 50% of fake IDs have barcode anomalies which can be caught using 2D barcode security.
The 17-page report also details some of 2022’s most famous civil and criminal cases related to fake ID usage, including the shutdown of a Baton Rouge bar after the death of 19-year-old LSU student Madison Brooks who was drinking using a fake ID.
With bars, nightclubs, dispensaries, and even tobacco retailers liable for underage sales, education is crucial to reducing business risk.
“The goal of IDScan.net’s 2023 Fake ID Report is to provide businesses with a full picture of the latest statistics and media coverage related to fake IDs,” said IDScan.net VP of Marketing, Jillian Kossman. “Most age restricted businesses know fake IDs are a problem, but it is hard to quantify, especially with the growing sophistication of fakes. We want to share the knowledge we have gained as a business by scanning and analyzing millions of fake IDs.”
IDScan.net software, VeriScan, is purpose-built to help catch the highest percentage of fake IDs. 13-states currently offer affirmative defense for ID scanning, and at least four states have active legislation that would force or encourage ID scanning for certain types of age restricted sales, including alcohol delivery in South Carolina (Bill H 425), and tobacco sales in Montana (Bill H 293). The application, which is available for iOS, Android, and Windows operating systems, features AI-powered technology that scans hundreds of thousands of IDs across its customer base each week.

The shift towards mobile wallets and hands free solutions, accelerated by the COVID-19 pandemic, has led to a sea of change in how consumers think about their wallet. Tools such as ApplePay and Venmo have eliminated the need to carry cash, or even credit cards. Many state law enforcement agencies are accepting proof of insurance from a phone. And now, jurisdictions are rapidly rolling out the mobile driver’s license (mDL) as a companion to physical, printed IDs.
“The desire for age and identity verification software which can accept mobile IDs has risen substantially in just the last year. Businesses are challenged with finding elegant solutions that can authenticate physical identity documents and read digital credentials from multiple jurisdictions, given the lack of a federal standard.
Because there is no federal standard for digital IDs, each state is free to utilize a solution of their choice. Arizona, Maryland, and Colorado are currently live with an Apple Wallet-powered mDL. Georgia, New York, Kentucky, and Utah are among states which have announced future plans to integrate with Apple. Apple users provide initial identity verification by uploading a photo of their ID, and walking through a guided selfie identity check. The app then uses near field communication (NFC) to securely transmit ID data to approved vendors.
Delaware, Oklahoma, Mississippi, and Louisiana each have proprietary apps. Louisiana’s LAWallet app additionally includes a digital vaccine card, hunting and fishing licenses, concealed handgun permits and the ability to renew or order a duplicate license with the click of a button. These applications expose a 2D (PDF417) barcode, which allows for ID scanning through the same processes as a business would scan a physical ID.
Although all 50 states continue to issue physical licenses, and some insist that mDLs are only meant to serve as “companions” to physical licenses, usage in states with mDLs continues to rise. According to Envoc, developer of the LA Wallet, more than 66% of eligible Louisiana residents have installed the app, and of those who downloaded, they see frequent usage suggesting use of the app as their primary method for providing ID.
“Louisiana has seen many ‘firsts’ and successes with its resident-focused digital credential,” says Calvin Fabre, President of Envoc. “Our residents are the true winners in the digital credentials race.”
Envoc has also performed over 700,000 face-to-face verifications using the LA Wallet app, and over 1.4 million remote identity verifications relying parties involving the digital version of the driver’s license.
The key remaining barrier to widespread adoption is acceptance at TSA checkpoints for domestic travel. However, TSA recently announced acceptance of Arizona and Maryland digital IDs at select airports, with a plan to roll out additional eligibility for more states. Bars and nightclubs, dispensaries, and law enforcement organizations, are already accepting digital drivers licenses that present a 2D barcode (LAWallet, MyColorado). Businesses will require an NFC-capable reader, and use of an approved application, in order to accept IDs via the Apple Wallet.

Recent findings from an IDScan.net survey of anonymized customer data show that roughly 2% of IDs presented at cannabis retailers display indications of being fraudulent, highlighting an epidemic of underage attempts to purchase cannabis.
“Our ID authentication tech is the best at catching fake IDs, and the only ID verification software tailored to the cannabis industry.“
IDScan.net Director of Cannabis Business, Kenneth Peddicord
For busy dispensaries, this can add up to hundreds of minors appearing at their entrance each day.
IDScan.net, makers of VeriScan ID scanning software for dispensaries, will exhibit at this year’s Benzinga Cannabis Capital Conference in Miami, Florida. IDScan.net will showcase its best-in-class ID scanning and fake ID detection software at Booth #E95.
ID scanning is a crucial element of keeping minors out of dispensaries, due to the growing sophistication of fake IDs. VeriScan ID Authentication is tailor made to help protect dispensaries and other age-restricted businesses from inadvertently serving a minor.
“Most people think of fake IDs as being quite obvious – either flimsy, or clearly Photoshopped. But the fake ID of 2023 is almost indistinguishable from a real ID. It looks real, feels real, and in some cases even passes barcode scanning. Our tech is the best at catching fake IDs, and the only ID verification software tailored to the cannabis industry,” said IDScan.net Director of Cannabis Business, Kenneth Peddicord.
VeriScan ID Authentication uses AI to perform algorithmic checks on every ID. It looks for both flaws in the data structure of the barcode, as well as the authenticity of the ID’s hologram and watermarks, under multiple wavelengths of light. This process, which takes <8 seconds, is capable of detecting more than 95% of fraudulent IDs. The same system can also scan and parse most state MMJ cards, protect against looping, and comply with stringent state regulations for PII purging and privacy requirements.
This will be IDScan.net’s first time exhibiting at Benzinga Cannabis Capital Conference, however the technology is already used by more than 1,000 US-based dispensaries, and is integrated into several major POS platforms such as Dutchie, Flourish, Sweed, and Blaze.

French conglomerate and identity technology giant Thales has joined forces with IDScan.net to develop products aimed at tackling fraud and offenses using fake ID, particularly concerning underage drinking in the U.S.
The partnership was unveiled by New Orleans-based IDScan.net, which says it will bring together Thales’s identity document scanners and its own VeriScan Authentication software to check IDs against hologram and watermark libraries.
At the time of writing, the firms have collaborated on two separate ID scanners based on the Thales CR5400 and AT10K models. The devices come with VeriScan already integrated and support ID verification features, as well as ID information parsing into a visitor management system to help security teams manage ban lists and prevent chargebacks.
From a hardware standpoint, the CR5400 and AT10K devices can perform UV/IR/white light scanning, as well as rapid six-image capture to ensure scanned IDs can be read correctly by VeriScan.
According to the firms, the age verification scanners aim to fill a technical gap created by the lack of identification technologies for fake ID, particularly in the light of many fake IDs being sophisticated and typically passing a visual inspection and barcode scan checks.
“Most bars and nightclubs think any scanning of an ID is catching fakes, but the reality is most ID scanning apps are just verifying age; they don’t catch any fake IDs at all,” comments IDScan.net CEO Terry Slattery. “Even companies with more sophisticated tech simply can’t do it without specialty hardware.”
The executive adds he believes the partnership with Thales will now contribute to the further adoption of the VeriScan software across North America, particularly in those states, including Nevada, unveiling legislation aimed at reducing underage drinking (and tobacco purchases).
“We’ve partnered with best-in-class hardware because we know how important fake ID detection and ID authentication is to our nightlife customers,” Slattery adds. “With Thales products, you know that the hardware can truly put an ID through its paces and do it very quickly.”
The collaboration with IDScan.net comes weeks after Thales announced passing an interoperability test for mobile driver’s licenses and digital identities in Australia.
