We’re doing more and more things with our smartphones.  With Apple Pay and Google Wallet, the traditional leather wallet already seems antiquated when stacked against the convenience of a mobile payment solution. So why not use them to store our driver’s license?

Motorists in Iowa may be among the first in the nation to be able to whip out their smartphones to access their licenses at traffic stops.  The Iowa Department of Transportation is developing a smartphone app that would allow drivers to access a digitally encoded license that would take the place of the conventional plastic ID card.

“It’s on your cellphone so you can carry it around with you,” Iowa Department of Transportation Director Paul Trombino says..

“From a law enforcement perspective I really don’t see any advantages,” says Sgt. Scott Bright with the Iowa State Patrol. “The first thing I thought about is if we’re making a traffic stop, is that violator looking for their cellphone before we stop the car.”

Bright also doubts that officers could scan the information from a digital license without carrying the cellphone back to the squad car.  However, when paired with a mobile ID scanning solution, such as the VeriScan SL42 package, the ID would be able to be scanned in the field, eliminating many privacy concerns.

Computer security experts say the digital license could be more secure than a plastic license you might lose or leave lying around. But that doesn’t mean there’s any real need for this yet.

So with all the objections, what’s the point of a digital driver’s license? Andrea Henry at the Iowa DOT concedes there isn’t exactly a clamor yet for this innovation.

“However, we do know that customers are demanding services through their mobile devices more and more. It’s really about just keeping up with technology,” Henry says.

MorphoTrust USA, the technology company developing the app, is pushing that concept to other motor vehicle departments around the country. Jenny Openshaw of MorphoTrust USA says customers do want to be able to renew their driver’s licenses online and sees this as the next logical step.

“I think that the digital driver’s license doesn’t so much solve a problem as it fulfills a need and a desire on the part of the American consumer to have everything that is important to us in electronic form and on the mobile device of our choice. People are more likely to leave their wallet at home these days than their cellphone,” Openshaw says.

This process of wallet digitization is happening.  People demand convenience, ease of access, and efficiency.  It is only a matter of time before the digital revolution takes the driver’s license as well. And officials must be ready.

BREAKING NEWS: Ohio Releases New ID Format, New Fields

Ohio is set to release a new ID format on January 5th, 2015. This new ID would feature both a magnetic stripe and an updated PDF417 2D Barcode that would include the capacity for several new data elements for specific instances where they are needed.

These new data elements include a field that would signify the card carrier as a health care proxy to act on behalf of another individual if they lose the faculty to do so; a life-sustaining equipment indicator to identify that the card-holder is in medical need of a respirator or similar life-sustaining equipment; an under-16 until field relevant for those possessing intermediate licenses; and many other fields associated with different vehicle jurisdictions.

The release of these new data fields points to a trend of increased collection and monitoring of personal information in state and federal IDs.   As our policing and medical practice systems advance  our identification systems must follow suit.  With the inclusion of these fields, Ohio is taking steps towards automating new processes and systems.  We look forward to seeing what states will follow suit.

5 Steps to ID Verification Compliance

At IDScan.net we take pride in being a one stop source for bars and nightclubs ID verification and scanning needs.  If asking yourself, “Is my ID verification process cutting it?” take note of these 5 steps to ensure that it is.

1.   Contact your state’s regulatory body for guidelines and advice.

In Louisiana we have Alcohol and Tobacco Control.  In Mississippi there is Alcoholic Beverage Control.  These administrative bodies serve the same purpose but have different policies and preferences on how to follow  alcohol and tobacco regulations.  By contacting your state’s policy enforcing group, you ensure that you have the most relevant guidelines and information to help you stay in compliance.

Familiarize yourself and your staff with both federal and state policies towards alcohol and tobacco sales.  Is there a minimum age a client must look to avoid being ID’d?  How do you verify the authenticity of the ID?  Do you need an electronic record of having verified the ID?  How long must you maintain client data proving your customer base was carded and of age?  How do you record underage offenders?  The first step to achieving and maintaining compliance is knowing how to define compliance.

2.    Create specific, achievable practices to follow the regulations and suggestions provided by your regulatory body.

Sit down with your staff and discuss the most effective ways to comply with set alcohol and tobacco sale policies.  How will you deal with invalid ID’s?  What scanners will you implement to verify the authenticity of said IDs?  Where will these scanners be located and who will have training and access to them?  There are more steps to compliance than “look at every ID,” although that is certainly a good place to start.

3.   Find a solution that is both secure and efficient.

While security and effectiveness should be your priority in developing you ID verification system, try to be as efficient as possible.  When your establishment is busy the last thing you want is a cumbersome identification process.   Take the weight off of bartenders and bouncers by implementing an automated electronic system.  Regulations have become stricter, but technology has come a long way since manually inspecting each and every ID.  Take advantage of this and make your verification process as painless as possible.

4.   Train your staff in best practices for alcohol and tobacco sales.

There are plenty or resources that can be found through regulatory bodies and attorney general offices.

Although Mississippi’s laws and policies may not be identical to your state’s, the information contained is still relevant as it explains important overall policies (e.g. how to calm, handle belligerent customers, how to diffuse tense or heated situations).

5.   Be consistent and thorough.

Don’t fall into bad practices such as assuming someone’s of age because the bar is packed.  Incentivize your staff into checking IDs regularly.  Many managers have had success by implementing a rewards program for the confiscation of fake IDs.

A major pitfall many bars and nightclubs experience is the prevalence of the idea that more customers equal more tips.  This unfortunately translates into underage customers also equal more tips.   Make sure that your staff understands the severity of regulatory punishments.  IT DOES NOT PAY TO SERVE MINORS.  Hold your staff accountable.  Otherwise everyone will pay the price.

3M Releases Passport Reader for Largest Hajj to Date

From October 2nd to 7th an estimated 1.98 million Muslim pilgrims observed Hajj by traveling to the holy city of Mecca, Saudi Arabia. The pilgrimage is required of any Muslim both financially and physically capable of making the journey and is considered a showing of solidarity within the Muslim community, as well as an expression of one’s submission to God.  The first recorded log of those making the pilgrimage was conducted in 1920, with 58,584 pilgrims attending.  In 2013, approximately 2.061,600 observed Hajj.  In this way, the pilgrimage reflects the leveling of the economic playing field for developing nations and the expansion of the religious community outside of the realm of city, state, and nation.  Even accounting for Islam’s natural growth, this increase in participation is significant and is the result of both expanding access to affordable and convenient travel, and Saudi Arabia’s successful dissemination of relevant information to ready pilgrimage-able Muslims for the upcoming journey.  The Hajj Permit introduced by Saudi Arabia this year limited the attending audience to one pilgrimage per five years in hopes to free up space and services for the attending guests.  This paired with streamlined border security shortened the time pilgrims spend in line, and allowed easier but more secure access to religious sites and events.

Ontario County, NY has decided to move forward with appropriating funds to purchase handheld ID scanners to catch underage drinkers.  According to Sue Cirencione – the new Ontario County Stop DWI program administrator – Ontario county will seek grant money to pay for two handheld ID scanners.

After noticing how difficult police were struggling with identifying fake IDs, Cirencione decided that the county needs to invest in ID scanners to help curb the amount of DUIs and DWIs in the area.  Handheld ID readers will also help speed up the line when entering the concert venue.  Cirencione said the scanners will not only be used at venues like CMAC, but also in county bars and carnivals.

Indiana Excise Police Busy with Underage Drinkers

With the school year around the corner, the number of fake IDs and underage drinkers is expected to spike.  In Indiana, already over 71 people were arrested on alcohol-related chargers at Ball State University.  Charges included furnishing alcohol to minors, false statement of age, illegal possession of alcohol, resisting arrest, and more.

Bobby Jindal rejects LA’s Real ID Law

The governor of Louisiana, Bobby Jindal, has vetoed the REAL ID bill passed in Louisiana.

A couple of months ago, the Louisiana legislature adopted the REAL ID bill to ensure Louisiana’s driver’s licenses complied with federal regulation.  By 2016, these new REAL ID compliant driver’s licenses will be required for anyone who wants to enter federally-owned premises or board  a plane.

Governor Jindal stated that Louisiana had at least 18 months before they had to comply with the REAL ID regulation.  In the short-term, he did not want to expose local residents to “unnecessary federal oversight” by offering REAL ID compliant driver’s licenses.

Although Louisiana has chosen not to pursue REAL ID compliant driver’s licenses, our software is still able to read them.  Our desktop, tablet, and mobile software solutions can read any type of ID including military and hunting/fishing licenses from the US or Canada.
