Historic Swiss casino The Grand Casino Luzern, built in 1882, has replaced manual ID checks for its online offering by partnering with ID verification provider Regula.
The casino had traditionally had the ID cards checked manually by its staff, but found the process “extremely time-consuming and prone to human error.”
The Regula Document Reader SDK automates ID document reading and verification. The software identifies identity document type, finds the data fields, and checks that they are relevant and contain valid information for the particular type of ID in question, aiming to stamp out identity fraud.
Using fake ID at a casino, online or in-person, isn’t exactly a rare occurrence either, at least according to new research on the topic of fake ID’s released by IDScan.
According to the research, 0.1% to 0.4% of the IDs scanned at U.S.-based casinos showed signs of being fake.
However, this is significantly less than the number of young people using fake IDs to get into nightclubs, which stands at between 0.7% and 2%, and the proportion using fake IDs for cannabis dispensaries, which rises to between 2% to 5%.
The research also touched on where the average fake ID is most likely to fall short.
As per IDScan’s findings, weight is the physical attribute where fake IDs are most likely to not match their subject, doing so in 40% of cases.
State is the second most likely attribute to be wrong, failing to match in 36% of cases, followed by height and eye color, which are wrong 31% and 22% of the time respectively.
Despite these imperfections, fake ID use shows no particular signs of slowing down according to the firm’s research.
The report found around 14,000 fake IDs were seized in 2020, with 97% of these being imports from either China or Hong Kong.
Google Wallet on Android is finally getting ready for your digital driver’s license and other US state IDs. Google says the feature is rolling out this month, and it will slowly start bringing states online this year. Of course, your state has to be one of the few that actually supports digital IDs. Google says Maryland residents can use the feature right now and that “in the coming months, residents of Arizona, Colorado and Georgia will join them.”
The road to digital driver’s license support has been a long one, with the “Identity Credential API” landing in Android 11 in 2020. Since then, it has technically been possible for states to make their own ID app. Now Google Wallet, Google’s re-re-reboot of its payment app, is providing a first-party way to store an ID on your phone. Some parts of the Identity Credential API landed in Google Play Services (Google’s version-agnostic brick of APIs), so Wallet supports digital IDs going back to Android 8.0, which covers about 90 percent of Android devices.
Maryland has supported Digital IDs on iOS for a while, which gives us an idea of how this will work. An NFC transfer is enough to beam your credentials to someone, where you can just tap against a special NFC ID terminal and confirm the transfer with your fingerprint. Wallet has an NFC option, along with a “Show code” option that will show the traditional driver’s license barcode.
IDs are saved locally on your device, but Google lets you remove them remotely from myaccount.google.com, so if you lose your phone, you can still secure your ID. In the full-fat, Android 11 version of the Identity Credential API, Google supposedly has a “Direct Access” mode that can transfer your ID over NFC even if you don’t have enough power to boot up the phone. Google says that will require special hardware support, though.
Reality has not necessarily caught up to Google’s and Apple’s technical implementations. Just like Apple’s announcement in 2021, Google only mentions the Wallet IDs working at airport TSA check-ins, and the support document notes that “you must still carry your physical ID as needed.” For it to actually replace a driver’s license, police would have to be trained and equipped to accept a digital ID during a traffic stop. Ideally, they would have a portable ID scanner/NFC reader because the alternative of handing over your entire phone to the cops does not sound very appealing. Laws and technology rollouts have to happen individually across all 50 states, so it’s hard to track how far along any of this is. It does not sound like much progress has been made, though. IDScan.net, a company that makes digital ID solutions, currently tracks 12 states as having some kind of active digital ID program and another 11 in a “pilot” program.

We monitored ID scans across our entire customer base for one month, amounting to more than 8,000,000 scanned IDs. The results, published in the inaugural IDScan.net Fake ID Report were shocking.
Although across all industries, roughly 0.52% of IDs were flagged as suspicious, amongst dispensaries, that number climbed to between 2% and 5%.
Broadly, studies have shown that dispensaries largely perform some type of age verification, there is no standard for exactly what the age verification process must entail. Only three states require ID scanning, so for the rest of the cannabis retail market, visual inspection of ID meets regulatory thresholds. But is it enough when as many as 1 in 20 customers at busy cannabis retailers could be using fraudulent identification?
Why age verification matters for dispensaries
Fines and penalties for failing to properly verify age are simply much more expensive and devastating for cannabis businesses than for other types of age-restricted businesses such as casinos or bars. Because cannabis remains federally illegal, and because of cultural perceptions around cannabis consumption, regulatory bodies and state legislatures have created a much more punitive regulatory environment which provides little room for retailer error when it comes to age verification.

If each dispensary is serving just 100 customers every 24 hours, that represents between 2 and 5 potential sales to customers who are using false identification to complete their purchase each day. With dispensaries operating on increasingly thin profit margins, the fines from a single underage sale can be crippling. 2nd and 3rd offenses are even more expensive and often come with license suspensions or revocations. Age verification and avoidance of penalties is critical.
How do dispensaries perform age verification?
In more than 20 states, visual inspection of an ID meets regulatory standards for age verification. This means that in order to be considered compliant, a bouncer, security personnel, or budtender simply needs to visually check the ID. However, with the growing sophistication of fake IDs, most fake IDs currently in circulation cannot be detected visually. These IDs look and feel exactly like legitimate identity documents. The only way the majority of fake IDs can be detected is by using a combination of white/ultraviolet/infrared light scanning, and checking the ID against hologram, watermark, and document format libraries. This process is known as ID authentication.
4 states: Nevada, Illinois, New Jersey, and Missouri require ID scanning using an electronic ID scanner as part of their age verification workflow, with additional states such as Oregon, Virginia, and Massachusetts having language in-process. However, only one (Nevada) outlines a standard that could be considered ID authentication. The others speak to “digital ID scanning” which is a poorly defined term that can include basic ID parsing, which does nothing to actually catch fake IDs and simply reads the data stored inside the 2D barcode on the back of the ID.
Undercover studies of dispensaries confirm that while 95% are performing age verification, there is no nationwide standard for how age verification is performed. Based on our familiarity with high-quality fake IDs, we know that visual document inspection, or ID parsing with a low-quality scanning product, is not catching the vast majority of fakes. This means that age verification is not matching the true intent of regulatory frameworks, and is leaving wide compliance gaps that expose dispensaries to potential fines for selling to minors.
How dispensaries can avoid fines associated with sales to minors
If dispensaries want to avoid onerous fines they will need to implement a system that is capable of consistently catching fake IDs. At minimum, the system should have the following capabilities:
An ID scanner capable of white/infrared/ultraviolet light scanning
An ID scanner capable of simultaneous dual-sided image capture
Age verification software that checks IDs against hologram and watermark libraries

The results highlight the frequency of fake ID usage across a variety of business types, as well as key statistics related to usage of fake IDs by minors.

Key data related to fake ID usage: – In a given month or week, 0.52% of IDs presented for inspection, across all industry verticals, are fraudulent, equating to roughly 1 in 200 customers. – Between 2-5% of IDs presented at dispensaries show indications of being fraudulent. – 69% of college students have owned or used a fake ID. Students who participate in Greek life on campus are substantially over-represented in this number. – While hair color and eye color are typically correct, 36% of fake IDs do not match the state of the individual’s legitimate ID. – More than 50% of fake IDs have barcode anomalies which can be caught using 2D barcode security.
The 17-page report also details some of 2022’s most famous civil and criminal cases related to fake ID usage, including the shutdown of a Baton Rouge bar after the death of 19-year-old LSU student Madison Brooks who was drinking using a fake ID.
With bars, nightclubs, dispensaries, and even tobacco retailers liable for underage sales, education is crucial to reducing business risk.
