Iowa Releases New All-Digital ID App

If Iowa’s bold new plans for an all-digital driver’s license app are any indication, soon all personal transactions may be made directly from phone-to-phone.

Iowa transportation officials released a plan last week to offer digital driver’s licenses to Iowans.

According to The Des Moines Register, the free mobile app will be accepted during police traffic stops and at security checkpoints in Iowa’s airports. While the app probably won’t be available until 2016, Iowa would be the first state to offer its people a digital option for their state ID.  Although these new IDs will prove to be convenient, the state will continue to issue traditional plastic driver’s licenses for those who want them.

Following the release of the iPhone payment system Apple Pay in October, a digital license could be another step toward a wallet-less future.

In the past three years, more than 30 US states have begun accepting digital proof of insurance at traffic stops.  Insurance companies such as Geico and esurance now have their own apps to make it simple for drivers to show police officers their proof of insurance.

Passports for countries around the world, while still a paper document, have a digital element. Many now come with an electronic chip containing personal data printed in the passport. The UN’s International Civil Aviation Organization reports that 100 countries are currently issuing chip-based passports, and most countries have e-passport readers.

Undocumented Immigrants to Receive California, Connecticut Driver’s Licenses

Undocumented immigrants living in the states will soon be able to obtain a driver’s license under a new program designed to teach the rules of the road to people who likely have been behind the wheel for years anyway.

The Department of Motor Vehicles is expecting thousands of immigrants to begin taking the steps needed to obtain a new state-issued driver’s license or learning permit.

The program, approved by  California and Connecticut legislatures in 2013, officially begins Jan. 2 and could affect tens of thousands of drivers who cannot establish their legal presence in the U.S. or may not have a Social Security number.  Eight states already offer such licenses, according to the DMV. The number will grow to 10 when Connecticut and California begin issuing them in January.

Connecticut officials have been preparing nearly two years for the new program by upgrading outdated Spanish versions of the written test and driver’s manual and creating new tests in French, Polish, Portuguese and Italian. There are also plans to develop a test in Mandarin Chinese. The DMV has also been meeting with immigrant advocacy groups to train them in how to help their clients study the driver’s manual and learn where to take the required eight-hour, safe driving practices course.

“Our goal is to make this work as easily as possible for our undocumented residents who may have been waiting a long time to obtain this credential, which can open many doors for them,” said DMV spokesman William Seymour.

The license will be stamped with the words “not for federal identification.” If immigrants pass the test, there’s a three-month practice driving time before the road test is administered, Seymour said.Some immigrant advocacy groups estimate that as many as 200,000 eligible immigrants live in Connecticut without legal permission, Seymour said.

Participants must bring two forms of identification when they apply for a Drive Only License and two pieces of mail from different sources to prove they’re living in Connecticut.

BREAKING NEWS: Ohio Releases New ID Format, New Fields

Ohio is set to release a new ID format on January 5th, 2015. This new ID would feature both a magnetic stripe and an updated PDF417 2D Barcode that would include the capacity for several new data elements for specific instances where they are needed.

These new data elements include a field that would signify the card carrier as a health care proxy to act on behalf of another individual if they lose the faculty to do so; a life-sustaining equipment indicator to identify that the card-holder is in medical need of a respirator or similar life-sustaining equipment; an under-16 until field relevant for those possessing intermediate licenses; and many other fields associated with different vehicle jurisdictions.

The release of these new data fields points to a trend of increased collection and monitoring of personal information in state and federal IDs.   As our policing and medical practice systems advance  our identification systems must follow suit.  With the inclusion of these fields, Ohio is taking steps towards automating new processes and systems.  We look forward to seeing what states will follow suit.

Premier Nightclub Owner Arrested Over ID Destruction

At IDScan.net we strongly recommend that you always check for frauds and fakes when selling alcohol and tobacco, and confiscate those illegally possessed or forged.  Unfortunately for Marc Barnes, owner of premier DC club Park at 14th, local law enforcement officials didn’t approve of what he did post-confiscation.

On Oct. 31, Marc was arrested and spent more than 11 hours in a D.C. jail, charged with misdemeanor second-degree theft and destruction of property for confiscating and destroying an illegally held (albeit valid) ID.

Barnes said that the woman gave her identification the night of the crime to an underage friend who had accompanied her to the club and that the pieces of identification were confiscated because they were being misused.

Regardless, Barnes has been required to check in with court pretrial officers each week to ensure that he is complying with conditions of his release.

5 Steps to ID Verification Compliance

At IDScan.net we take pride in being a one stop source for bars and nightclubs ID verification and scanning needs.  If asking yourself, “Is my ID verification process cutting it?” take note of these 5 steps to ensure that it is.

1.   Contact your state’s regulatory body for guidelines and advice.

In Louisiana we have Alcohol and Tobacco Control.  In Mississippi there is Alcoholic Beverage Control.  These administrative bodies serve the same purpose but have different policies and preferences on how to follow  alcohol and tobacco regulations.  By contacting your state’s policy enforcing group, you ensure that you have the most relevant guidelines and information to help you stay in compliance.

Familiarize yourself and your staff with both federal and state policies towards alcohol and tobacco sales.  Is there a minimum age a client must look to avoid being ID’d?  How do you verify the authenticity of the ID?  Do you need an electronic record of having verified the ID?  How long must you maintain client data proving your customer base was carded and of age?  How do you record underage offenders?  The first step to achieving and maintaining compliance is knowing how to define compliance.

2.    Create specific, achievable practices to follow the regulations and suggestions provided by your regulatory body.

Sit down with your staff and discuss the most effective ways to comply with set alcohol and tobacco sale policies.  How will you deal with invalid ID’s?  What scanners will you implement to verify the authenticity of said IDs?  Where will these scanners be located and who will have training and access to them?  There are more steps to compliance than “look at every ID,” although that is certainly a good place to start.

3.   Find a solution that is both secure and efficient.

While security and effectiveness should be your priority in developing you ID verification system, try to be as efficient as possible.  When your establishment is busy the last thing you want is a cumbersome identification process.   Take the weight off of bartenders and bouncers by implementing an automated electronic system.  Regulations have become stricter, but technology has come a long way since manually inspecting each and every ID.  Take advantage of this and make your verification process as painless as possible.

4.   Train your staff in best practices for alcohol and tobacco sales.

There are plenty or resources that can be found through regulatory bodies and attorney general offices.

Although Mississippi’s laws and policies may not be identical to your state’s, the information contained is still relevant as it explains important overall policies (e.g. how to calm, handle belligerent customers, how to diffuse tense or heated situations).

5.   Be consistent and thorough.

Don’t fall into bad practices such as assuming someone’s of age because the bar is packed.  Incentivize your staff into checking IDs regularly.  Many managers have had success by implementing a rewards program for the confiscation of fake IDs.

A major pitfall many bars and nightclubs experience is the prevalence of the idea that more customers equal more tips.  This unfortunately translates into underage customers also equal more tips.   Make sure that your staff understands the severity of regulatory punishments.  IT DOES NOT PAY TO SERVE MINORS.  Hold your staff accountable.  Otherwise everyone will pay the price.

Florida cracks down on human trafficking with new ID scanning policies.

Florida legislators have successfully passed House Bill 989 which should help put an end to human trafficking in Florida’s popular adult entertainment industries.  The bill calls for the immediate implementation of age verification systems in all Florida gentleman’s clubs, the prohibition of minors from working in adult theaters, and the enhancement of punitive laws against those who receive financial gain from the practice of human trafficking.

COAST or Club Owners Against Sex Trafficking has been working extensively with lawmakers and Homeland Security agents over the past few years,  and these new guidelines and policies are the result of collaboration.
